Tier 1-3 Portable Diesel Engines Allowed to Operate in San Diego County
As of July 1st 2013, portable Tier 1-3 diesel engines can no longer be registered in the State's Portable Equipment Registration Program (PREP).  However, the San Diego Air Pollution Control District (APCD) has determined they will allow Tier 1-3 diesel engines to be registered under certain conditions.   Please see the advisory for details.
Mining Operation Annual Reports for Office of Mine Reclamation (OMR) are due July 1st, 2013.
Annual Storm Water reports are also due July 1st, 2013 to the Regional Water Quality Control Board.
New Caltrans Material Plant Quality Program (MPQP) requirements to go into effect July 1st:  These requirements affect the equipment and procedures required for the blending and manufacture of asphalt rubber binder (ARB).  The new requirements include, but are not limited to the following:
  • The use of a Plant Process Controller (PPC) which must assure that the combined liquids and combined dry ingredients have been proportioned to within their own. ratio limits before proportioning the final liquid and the final dry mixtures for ARB.
  • Specific measurement tolerances for each of the individual ingredients for the ARB mixture.
  • System of interlocks to assure the measurement tolerances and integrity; and
  • Measurement and recording of data for reporting purposes.
